No, but a Lincoln kid who took no visits except to the local school was not likely to go anywhere else.

Love hasn't taken a visit to Lincoln. He has taken to visits to several other schools, though, including Missouri (twice) and Kansas and Illinois. And he transferred to LaLu prep to play. And there doesn't seem to be a record of Lincoln even offering him.

So, no, we can't say the same thing about him. His entire recruiting profile is entirely different than Frager, who was from Lincoln, played in Lincoln, visited Lincoln and only Lincoln. If you don't see why one of those was unlikely to go somewhere else and the other is highly likely to go somewhere else, you need help.
