I think that both could fill nice needs on the roster. Frankamp gets here earlier and being a year ahead it's likely he would contribute earlier. The extra year at Prep helps Thomas as well.
The decision on these two players isn't set up to be an either-or decision. Frankamp likely has to decide by the end of the year to be enrolled in his new destination for his year wait. Thomas isn't going to sign until spring, if he qualifies. If he doesn't qualify then the decision is at least a year ahead (I don't remember all the rules about JUCO's and Prep Schools as the NCAA changed some things recently, but I think he can leave JUCO after a year)
