Talks with Blackburn are apparently back on. A lot of stuff on twitter about him getting his medical within the hour for it.

Deal is now a loan with an option to buy clause

Statement from Blackburn. Basically, Duncan's registration documents were submitted after the transfer deadline. EFL board will consider case on Thursday and Duncan will stay in UK until then. If this fails, he will return to Orlando and they will try to reach a pre-contract agreement to have him join permanently in the summer transfer window.

Blackburn fans sound like this has been the frustrating norm for them the last 15 years.
